The following applies to courts configured to use party management to associate people with a case.
The court determines how the parties and counsel associated with a case are specified in TrueFiling. If the court you're filing in uses case contacts, see Add or Remove a Case Contact for details.
In party management, the court controls all the participants on a case, as well as which participants are displayed and can be selected as service recipients. A TrueFiling user may submit a form to the court to request a party or counsel be added to a case. Role designation - such as defendant or plaintiff - is selected for a case party on the form. Similarly, a case counsel can be specified as a party's representative.
The form is submitted via the Bundle Assembly page in the same way that filing documents are submitted to the court. Some courts may require that additional filings be included when submitting a request to add a party / counsel to a case. The submitted request to add the party / counsel is reviewed by the court and is subsequently accepted or rejected. If rejected, the requested person is not added to the case.
If accepted, the requested person is thereafter associated with the case.
The court controls which participant roles are permitted to be service recipients - for example, Plaintiff, Attorney, Defendant. Only permitted service recipients can be served the filing documents that will be submitted to the court. Any participants with roles that have not been explicitly permitted by the court for servicing will not be listed as service recipients.
The court may choose to list only counsel that represent a party on the case as service recipients, which will prevent counsel that is associated with a case but not representing any parties from receiving service.
The court may choose to list parties that are identified as self-represented (pro se) litigants as service recipients.
The court may choose to list parties not represented by counsel as recipients.
The court also determines if the user can de-select or select recipients in the list.
